Chapter 25 and 26 of the Acts of 2009 have merged the Executive Office of Transportation and Public Works with the Massachusetts Highway Department, Massachusetts Aeronautics Commission, Massachusetts Bay Transportation Authority, Massachusetts Turnpike Authority, and the Registry of Motor Vehicles under the new name of Massachusetts Department of Transportation (MassDOT). There are four major areas of responsibility: Highway Division, Rail and Transit Division Aeronautics Division, and the Registry of Motor Vehicles Division. The Massachusetts Bay Transportation Authority retains a separate legal standing while its board is comprised of the same members that oversee MassDOT, the board is appointed by the Governor. The Regional Transportation Authorities are subject to MassDOT oversight.

The Aeronautics Division has jurisdiction over the Commonwealth's 42 public use airports, which are either municipally or privately owned, seaplane bases, and private use landing areas. It is responsible for aircraft safety, airport development and improvements, aviation safety, aircraft accident investigation, navigational aids, and statewide aviation planning. It certifies airports and heliports, licenses airport managers, conducts annual airport inspections, and enforces safety regulations.

This division investigates complaints from the public, inspects buses, railway track, and equipment, conducts examinations for licensing of bus drivers (including school bus drivers transporting more than eight pupils), and investigates all railway or bus accidents. It has jurisdiction over all intra-state busing and is responsible for the public safety in travel on railroad or rapid transit trains, streetcars, and buses that are engaged in regular route, charter, special, or sightseeing service within the Commonwealth.

The Executive Office of Transportation through MassRIDES, the statewide travel options program, provides comprehensive travel information and assistance. MassRIDES operates a toll-free, bilingual customer service telephone line, a rideshare database that matches travelers to carpooling, vanpooling, and transit options, a website with links to travel services throughout Massachusetts, and a vanpool program with corporate and employee services. MassRIDES also offers information about Park and Ride lots, High Occupancy Vehicle (HOV) Lanes Express Lanes, commuter boats and buses, and regional transit authorities. Through its customized corporate outreach program, MassRIDES assists employers in offering on-site transportation information and assistance to employees.

The Transportation Division (formerly the Commercial Motor Vehicle Division) regulates transportation of property for compensation in the Commonwealth. Following public hearings, it issues common carrier certificates, contract carrier permits, and interstate carrier licenses. The Tariff Section maintains records of tariffs, open to public inspection, of certified carriers including, but not restricted to, household movers. Complaints from consumers of overcharges and other transportation irregularities are investigated, findings prepared, and complaint hearings conducted. In addition, it oversees the `Trespass Law' regulating the tow of motor vehicles from private property.

MBTA offers discounted fares for seniors, people with disabilities, middle and high school students, and low-income adults. Some customers, such as people who are blind or suffer from impaired vision ride for free as do Military, Police and Fire personnel in uniform, certain government officials and children 11 and under (2 children per paying adult). No matter which type of reduced fare card you have, all reduced fare prices are the same. The types of MBTA services you have access to may vary by your card type.

The RIDE is the MBTA's ADA para-transit program. It is a door-to-door, shared-ride service for eligible people who cannot use fixed route transit (bus, subway or trolley) all or some of the time due to a physical, cognitive or mental disability. To become eligible for The RIDE you must complete an in-person interview. Visitors to the area who wish to use such services must also apply. The RIDE service area is restricted to 58 cities and towns in and around Boston.

The Registry of Motor Vehicles has primary responsibility for issuing and maintaining records related to motor vehicle and aircraft registration and motor vehicle operators' licenses, enforcing the motor vehicle law to promote highway safety by ensuring that every driver meets minimum competency standards and by withdrawing driving privileges from anyone who proves to be a threat to other drivers, and collecting sales taxes on motor vehicles. Many services may be obtained via their website, hours and services are subject to change, for updated information call, or visit their website. The RMV also records aircraft registrations.

Generally, the RMV’s branch offices are open Monday through Friday from 9:00 am to 5:00 pm, some are open later on Thursdays and some close for an hour for lunch. Motor Vehicle Insurance Merit Rating Board

The Merit Rating Board is the statistical agency responsible for the administration of the Safe Driver Plan, as promulgated by the commissioner of insurance. The board maintains a database consisting of motor vehicle violations, at-fault accident claim records, and comprehensive claim records on a per operator basis. This information is used to adjust automobile insurance premiums based on the driving record of the insured operator. The Merit Rating Board disseminates Safe Driver Insurance Plan information to insurance carriers who apply increases or decreases to premiums. The board is the sole repository for all motor vehicle traffic violation citations issued within the Commonwealth. Non-criminal and criminal citations are forwarded by law enforcement agencies and courts and are entered onto the Merit Rating Board database. This information is also used by the Registry of Motor Vehicle's Suspension Section for driver license suspension or revocation. To check on a surchargeable incident please contact the board.

Formerly the Governor's Highway Safety Bureau this state agency uses federal highway safety funds to reduce motor vehicle-related fatalities, injuries and economic loss in the Commonwealth. Contact the office for information on the dangers of impaired driving, the benefits of safety belts and child restraint seat use, the hazards of speeding, as well as bicycle, motorcycle and pedestrian safety. The division also addresses improvements to the Commonwealth's traffic record system.
