Lobbyist Registration & Reporting System
Mandatory Educational Seminar
Mass. General Laws, Chapter 3, Section 41
An amendment to section 41 states that all legislative and executive agents shall, before registering and annually thereafter, complete an in-person or online educational seminar. The seminar will be offered by the state secretary upon any material change to sections 39 through 50 inclusive, or to any regulations promulgated pursuant thereto.

All legislative and executive agents are required to complete a lobbyist educational seminar each year prior to registration. This requirement can be fulfilled in one of two ways:
  • Attend an annual in-person seminar. Seminars are scheduled prior to the annual registration period (December 1 - 15).
  • If you are not able to attend an in-person seminar, you can meet the educational requirement by reviewing the material contained in the two online PDFs. Use the links below to access these documents.
At the time you submit your registration, check the certification box on the form to verify that you have completed the educational requirement by attending a seminar or reviewing the materials.
