Reverend Small’s primary duties are to expand support for carbon pricing among clergy and other religious leaders through outreach and education. A small portion of his time consists of lobbying-related matters, such as meeting with legislators and encouraging clergy to meet with legislators. The primary bill being focused on is Senate 1747, “An Act combating climate change,” sponsored by Senator Barrett. Recently we have been particularly concerned with the chairs of the Joint Committee on Telecommunications, Utilities, and Energy, where Senate 1747 has been sent, Senator Downing and Representative Golden. We are also lobbying the other members of the Committee, and other Senators.

We are specifically concerned with promoting the concept of “carbon pricing,” which means placing a fee or charge on fuels that result in emissions of carbon dioxide, the most important greenhouse gas, and other such gases. We expect that two bills will be filed in the 2017-18 session of the legislature in the Senate, and one bill in the House. We expect to support all three bills.

We are supporting the concept of carbon pricing in order to reduce greenhouse gas emissions. There are two bills on this topic currently pending, Senate 1747 by Senator Barrett and Senate 1786 by Senator Pacheco. Both bills have been referred to the Joint Committee on Telecommunications, Utilities, and Energy (TUE). At present our lobbying efforts are focused primarily on members of the TUE Committee.
