27 South Strategies has been engaged to lobby for passage of (1) refiled legislation to pay professional guardians as care-providers through MassHealth (H.188/S.108 in the 193rd General Court); (2) new legislation to create a state trust fund to draw from multiple public and private revenue streams in order to provide (a) legal counsel to divert disabled persons from institutionalized nursing care; (b) programs to increase the use of alternatives to guardianship for individuals with decisional needs; and (c) programs to provide decisional surrogates and/or supporters for indigent and isolated individuals with significant decisional needs, including professional guardians and conservators, agents under private powers of appointment for finances and/or health care decisions, and supporters under supported decision-making agreements.
