Helped to develop the FY2014 go to market plan based on the anticipated IT bond funding for the year. Among the prospective projects is a redesign of the Commonwealth’s web strategy, a new employment system tied to projected employer needs and community college curricula, and applying management principles to the reorganization of the Department of Transitional Assistance. Met with administration personnel to discuss the web as a platform for a Customer Relationship Management (CRM) approach to citizen service. Supported H 3331, “An act supplementing certain existing capital spending authorizations” by inviting members of the technology community to attend the hearing of the House Committee on Bonding.

Developed an after action intelligence gathering plan to determine the root causes for losing the bid for healthcare plans to provide services to duals eligible patients in the Commonwealth. Spoke with HHS personnel to assess why Celticare was not selected and requested feedback about how the company could succeed in the future with duals eligible populations and ultimately Medicaid populations. Helped to develop the foundational responses for all future healthcare population bids put out by the Commonwealth.

Worked with the Lightower sales and engineering teams to develop dark fiber opportunities utilizing their position as the dark fiber provider on the ITT46 contract. Opportunities include the fiber run from the Quincy RMV leased offices to the Columbia/JFK head end fiber for backhaul to RMV core sites, 150 new locations throughout the City of Boston that include schools, police stations, fire stations, and Boston Housing Authority sites, and new internet provision to the Boston Public Schools.

Argued for IBM inclusion in the firms to be considered for network design work by ITD. Helped to develop the operational plan for on-premise private cloud provision for ITD. Met with and judged product specialists from IBM around the applicability of certain software packages for the Commonwealth. Discussed IBM as a video surveillance platform provider for the Commonwealth around the Esplanade Fourth of July concert. Supported H 3331, “An act supplementing certain existing capital spending authorizations” by inviting members of the technology community to attend the hearing of the House Committee on Bonding.

Helped to secure a position for the Cisco UCS platform among the traditional server providers in the Commonwealth on the ITT47 contract by bringing World Wide Technologies (SOMBA certified/ minority owned company) in as an Affirmative Market Plan (AMP) provider. Advocated the continued investment in Cisco call manager switches for HHS to be managed by the secretariat as opposed to deleveraging the investment and allowing managed services providers to control the infrastructure. Prepped Cisco sales personnel for the new switch/unified communications statewide contract.

Worked with the Mass Equality PAC to develop the list of candidates to endorse or not endorse in the recent special house and senate elections. Helped to define the resources that would be made available for the endorsed candidates. Pulled together a diverse group of LGBT leaders for a forum with a member of Congress. As a board member of MassEquality.org, I am not compensated for any of this work, but note it here as it includes political strategy and seems a covered activity.
