MAPC is administering this procurement on behalf of the Consortium and the Participating Member Municipalities. MAPC will identify responsible and responsive low bidder and make recommendations of award. Individual contracts will be executed between the Participating Member Municipalities and the low bidder. The Participating Member Municipalities reserve the right to accept or reject such recommendations and to award contracts with the low bidder as deemed in their best interest. MAPC and the Consortium reserve the right to accept or reject any and all bids or portions thereof, to waive any informalities in bidding, and to recommend awards as appear in the best interest of the Consortium and its members.
