A few words about two important funding mechanisms for this legislation and the annual budget cycle: first, C3 grants provide supplemental operating support for all child care programs. They establish the important principle that child care programs statewide require a foundational level of support.
Second, the rates paid through Child Care Financial Assistance (CCFA) represent the state’s commitment to fund the cost of care for children from economically marginalized families. We need to increase income eligibility for CCFA to expand family access AND pay CCFA rates that increase livable wages to hire and retain educators who provide this care. Just over 50% of programs statewide accept CCFA.
