Level of engagement with Charles Group Consulting:
Seek to elevate the profile of 826 Boston and educate policymakers on the breadth of work you are doing with K-12 youth in Boston, especially around writing, tutoring, college prep, and amplifying youth voices in many forums.
Together with 826 Boston, identify key legislators in the House and the Senate who can champion your work and lead the effort to secure dedicated state funds for 826 Boston in the FY26 budget. To this end, perform all tasks needed to secure a successful outcome in the final budget and keep 826 Boston updated throughout the budget cycle.
Draft talking points and advocacy materials to use with policymakers, in line with your organizational messaging.
Engage the Healey Administration, specifically the Executive Office of Education and Department of Elementary and Secondary Education, around 826 Boston through strategic outreach/meetings and invitations to engage in your work.
Explore additional opportunities for funding for 826 Boston in any other relevant state budgetary vehicles.
Plan and execute an event at the State House, such as a book launch or other opportunity to showcase student writing and voices. Leverage this event to engage legislators and their staff in the wide-reaching work of 826 Boston, and also facilitate opportunities for youth participants to engage with their own legislators directly.
Seek to visit 826 Boston programming sites and/or events over the course of the contract to experience your work and impact hands-on and build more relationships within your community.
Present to the 826 Boston board of directors, at your request. Conduct a training for board members, volunteers, and/or your students on the importance of advocacy and how to advocate effectively, at your request.
Review legislation filed in the new session and continue monitoring progress to identify any opportunities for advocacy that would elevate the voice of 826 Boston and reputation with policymakers.

H.2209/S.1457, An Act promoting access to midwifery care and out-of-hospital birth options
We had employed Charles Group Consulting to work with the bill's co-sponsors (Kay Khan, Brandy Fluker-Oakley and Rebecca Rausch) as well as other legislators who needed to be contacted about this bill. It passed in 2024, so we don't have any plans at the moment to engage Charles Group Consulting in 2025. This could change.

We are working to make GPS Group Peer Support more available across the Commonwealth. In the last session we presented SD1491/HD2887 - An Act to establish a special commission to study the integration of support groups in to the healthcare system to Sen Friedman and Rep Khan who are the co-sponsors on this bill. A version of this bill was included in the Mental Health Parity bill that was passed by the Senate in February 2020. We are also advocating for the MASStrong Program to bring Group Peer Support to frontline healthcare workers. Sen Creem and Rep Balser led this bill in the last session. In addition we had a bill to bring peer support to parents and Sen Rausch and Rep Decker are the leads on this. Additionally we worked on including language in the House Bill 4879 - An Act addressing barriers to care for mental health for peer support groups.
We advocated for inclusion of an expansion program of MASStrong in the ARPA budget as well as with the Behavioral Health Advisory Commission that was included in the 2024 Budget. An Act ensuring support groups are part of the pathway of care following the annual mental health wellness exam. Currently we are advocating for the retention of the MASStrong line item in the FY25 budget. We will be submitting legislation in the next legislative session tbd.
