a. Develop and execute a proposal to advocate for state and/or federal American Rescue Plan ("ARPA") funding to support the construction and renovation of the Victory Theater in Holyoke.
b. Work in conjunction with Entity to identify key allies, support media efforts, and outreach targeted towards public officials.
c. Prepare materials including fact sheets and testimony (both oral and written) to make the case that federal ARP A recovery funds and state resources should be used for this proposal.
