All legislative, administrative and regulatory matters pertaining to local government before the legislature and executive branch, including the following: • The general appropriations act and supplemental appropriations acts (House 2, the Governor's proposed fiscal 2023 state budget, and supplemental budgets for fiscal years 2021 and 2022), and all legislation and regulations affecting local government finance, operations and administration; • The allocation and distribution of funds allocated to cities and towns through Commonwealth’s share of the American Rescue Plan Act and the federal Infrastructure Investment and Jobs Act; • State and local tax and revenue matters, including the property tax, state taxes and local-option taxing authority, payments-in-lieu-of taxes, municipal fees and charges and state fees and charges that would benefit local government; • Municipal and education aid programs and funding, including Unrestricted General Government Aid, Chapter 70, charter school financing, special education funding, and school transportation reimbursements; • Funding and administration of capital programs benefiting local government including Chapter 90 road funding and water-related funding and bond authorizations; • Education matters affecting the operation and financing of municipal, regional and other school districts, including vocational and charter schools; • Personnel and labor matters affecting cities and towns, including Civil Service, retirement and pension benefits, other post employment benefits (OPEB), municipal health insurance, unemployment insurance (UI), collective bargaining, training, certification and management of public employees, workplace safety, and the composition of the commonwealth employment relations board; • Human services and public health, including delivery of public health services and matters related to public emergencies; • Energy matters, including solar and other renewable energy matters; • Environmental matters, including the cost-benefit analyses of environmental rules and regulations, environmental permitting and permit approval procedures, sustainable water resource funds, recycling and solid water management, PFAS mitigation and other water and land contamination matters; • Municipal planning, permitting, zoning, housing and other matters related to local and regional land use regulation and economic development; • Public works, including use of public rights-of-way and the municipal purchase of utility poles; • All matters related to the administration of local government, including elections and actions by local legislative bodies, municipal control over liquor licenses, the conduct of meetings by municipal public boards, committees and commissions, and the administration of veteran’s benefits.
