The Division of Health Care Finance and Policy, a result of the merger between the Rate Setting Commission and the Department of Medical Security authorized by Chapter 151 of the Acts of 1996, was created to implement provisions of the Health Security Act of 1988 (also known as the Universal Health Care Law) which was designed to expand access to health insurance coverage. Among the programs administered by the department are:

1) Formerly the Uncompensated Care Pool, the Health Safety Net program provides access to health care for low income uninsured and underinsured residents of the state by paying for free care services provided by hospitals and community health centers by assessing a fee to maintain the program;

2) The Medical Security Trust Fund, an employer-funded program administered by BlueCross/Blue Shield that provides basic health insurance protection to qualified persons receiving unemployment benefits;

3) The Student Health Program requires college students to have health insurance, either their own or a policy offered by the college they attend.
