The Division of Health Care Finance and Policy is a result of the merger between the Massachusetts Rate Setting Commission and the former Department of Medical Security, under Chapter 151 of the Acts of 1996, and is an independent agency under the Executive Office of Health and Human Services. The division's duties are: to collect, analyze and disseminate health care data for use by lawmakers, state officials, providers and consumers to formulate public policy and the purchase of health care services; to establish rates of payment for providers of health care by government units, such as for workers compensation; to establish fair and adequate charges to be used by state institutions for general health supplies, care or rehabilitation services, such as for Medicaid (rates for disability, nursing home, rest home and intermediate care facilities for the mentally retarded), based on actual costs and circumstances; to administer the Uncompensated Care Pool; and to provide a program of insurance coverage for health care services for those ineligible for coverage by a health insurance plan.
