The Merit Rating Board is the statistical agency responsible for the administration of the Safe Driver Plan, as promulgated by the commissioner of insurance. The board maintains a database consisting of motor vehicle violations, at-fault accident claim records, and comprehensive claim records on a per operator basis. This information is used to adjust automobile insurance premiums based on the driving record of the insured operator. The Merit Rating Board disseminates Safe Driver Insurance Plan information to insurance carriers who apply increases or decreases to premiums. The board is the sole repository for all motor vehicle traffic violation citations issued within the Commonwealth. Non-criminal and criminal citations are forwarded by law enforcement agencies and courts and are entered onto the Merit Rating Board database. This information is also used by the Registry of Motor Vehicle's Suspension Section for driver license suspension or revocation. Formerly the State Boxing Commission the Massachusetts State Athletic Commission is charged with administering and regulating both professional and amateur boxing, sparring, or other similar exhibition in the Commonwealth for a prize or at which an admission fee is charged directly or indirectly. Licenses must be obtained through the commission by all referees and judges, boxers, seconds, managers, trainers, matchmakers, and physicians involved in a match.

The board issues regulations for the licensing, construction, operation, and maintenance of recreational tramways such as ski tows, chair lifts, two and multi-car aerial passenger cable cars, and skimobiles in the Commonwealth. It also regulates the inspection, licensing, and certification of inspectors of all such tramways.

The Massachusetts Architectural Access Board has responsibility for ensuring that all public buildings and facilities are accessible, functional, and safe for use by the disabled. Both public and private buildings used by and open to the general public which have been constructed, altered, remodeled, or have undergone a change of use since 6/10/75 must comply with state regulations. With the recent passage of the federal Americans with Disabilities Act, the board's responsibilities have expanded, as developers, contractors, and advocacy groups seek clarification of the act's requirements and guidelines for compliance. It oversees not only the updating of access regulations from the State Building Code but also answers technical questions; hears appeals and takes complaints from advocates, the public, and the construction industry; and provides training to building officials, architects, and consumers.
